Proposal Documents Due:  4:00 p.m. local time, Thursday, September 6, 2018.

Clean Water Services (District) invites qualified firms or individuals to submit proposals to provide engineering services to develop the conceptual design for copper and nitrate removal for the Fernhill Natural Treatment System Upper Wetlands Project No. 6699 (Project). The Project  is needed to control the discharge of these parameters from the Forest Grove Wastewater Treatment Plant prior to them entering District’s South Wetlands. Additional detail is provided in the Project Description and Scope of Work sections of the Request for Proposals (RFP) document. 

Interested firms or individuals must submit proposals to Michelle Mann, Administrative Assistant, located at 16060 SW 85th Avenue, Tigard, Oregon 97224 (TPS Building) by Thursday, September 6, 2018 at 4:00 p.m. local time. Facsimile or electronically transmitted proposals will not be accepted.  Late proposals will be kept by District, but not considered for award.  Proposals will not be opened publicly or read aloud. District may elect to hold interviews.
A mandatory pre-Proposal conference is scheduled for August 2, 2018 starting at 1:00 p.m. and lasting approximately one hour at the Forest Grove Wastewater Treatment Facility Administration Building located at 1345 Fern Hill Road, Forest Grove, OR 97116.  Proposals will only be accepted from firms that attend this mandatory Pre-Proposal conference.
 
TO OBTAIN RFP DOCUMENTS:  You may request an electronic copy of the RFP from District's Website at http://bids.cleanwaterservices.org/ (Website) by selecting the title of this RFP and completing the section to request the document package. This information will be accumulated for a Bid Holders List and your email address will be used to send you automatic notifications when District posts a new document or changes information related to this RFP.  Consultants are responsible for obtaining any Addenda by using the link provided in the automatic email or from District’s Website.  You may also subscribe to District’s Open Solicitations RSS feed at the same Website address and you will be notified when an Addendum to or clarifications of the RFP documents have been posted.  If you experience problems downloading the RFP, please contact Michelle Mann at (503) 547-8035.
Consultants need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).
