Clean Water Services (District) will receive sealed bids in writing at District’s office located at 2550 SW Hillsboro Highway, Hillsboro, OR 97123, for the following project:
The Washington Drive and Cedarcrest Street Storm Improvement Project No. 6833 (Project) consists of the upsizing and re-aligning of the existing 8- to 12-inch ditched piping along Washington Drive and Cedarcrest Street. The Project includes the installation of a new storm system consisting of approximately 1,600 linear feet of new 12- and 18-inch storm pipe, standard manholes, water quality manholes, and Low-Impact Development Approach (LIDA) planter boxes within the public right-of-way and existing easements. Area drains in the work zone will be brought up to current District standards with their location and grades adjusted to improve surface water collection. An existing dry detention pond will be cored, re-graded, and re-seeded with outfall improvements.
Bids will be received until the deadline of 2:00 p.m., May 10, 2018, after which time bids will not be received. Within two working hours of the bid closing time, bidders must submit the First-Tier Subcontractor Disclosure Form. At 4:00 p.m., May 10, 2018, all bids will be publicly opened and read aloud at District’s office.

Bids must be made upon the bid forms found in the Contract Documents, and must be accompanied by a certified check, cashier’s check, an irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, or a bid bond payable to Clean Water Services in an amount not less than 5 percent of the total amount bid.
Each bidder must be licensed by the Oregon Construction Contractors Board (or, for landscaping projects, licensed by the Oregon Landscape Contractors Board). Prevailing wage rates must be paid by bidder and any subcontractor on the project in accordance with ORS 279C.800 to 279C.870 or, if applicable, the Davis Bacon Act (40 U.S.C. Section 3141et seq.). Each bid must contain a statement as to whether the bidder is a resident bidder, as defined by ORS 279A.120. Bidders need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement). District will not receive or consider any bid that is not in compliance with the Instructions to Bidders and the Contract Documents. Bidders and any subcontractors will be required to have a public works bond filed with the Construction Contractors Board before starting work on the project unless there is an applicable exemption under ORS 279C.836(4), (7), (8) or (9).
District may cancel this procurement or reject any bid that does not comply with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the bidder’s responsibility under ORS 279C.375(3)(b) and that District may reject for good cause all bids after finding that doing so is in the public interest.
