Bid Documents Will Be Posted by 5pm on Wednesday, April 4th. A link to the documents will be sent to all Bid Holders.
Sealed Bids will be received by Patrick Orr, Project Manager, at the office of Clean Water Services (District) located at 3235 SE River Rd., Hillsboro, Oregon 97123 (District’s office), until 2:00 p.m. local time, on Tuesday, April 24, 2018, for the Durham Advanced Wastewater Treatment Facility (AWWTF) 5020 AC Replacement Project No. 6935 (Project). Any Bids received after the specified time and date will not be considered. No electronic submissions will be accepted. First-Tier Subcontractor Disclosure Forms must be delivered to the same location at or before 4:00 p.m. local time on the same day in a separate envelope from the Bid.
The Bids will be publicly opened and read at 4:00 p.m. local time on April 24, 2018 at District’s Office.
The site of the work is District’s Durham AWWTF located at 16060 S.W. 85th Avenue, Tigard, OR 97224 (Site).
The Work is a public works project subject to ORS 279C.800 to 279C.870.
The Work under this Contract includes, but is not limited to, furnishing the labor, materials, and equipment necessary to perform the work described in the Scope of Work contained in Exhibit A to the Contract and shown on the drawings and as specified in the technical specifications contained in the Bidding Documents for the Project on the Site (collectively, Work):.
A. General: The Work includes removing and disposing of the existing Trane Model SXHFF package HVAC unit serving the 5020 electrical room and labelled as ACU-5001. Furnish and install one new packaged HVAC unit as specified on the drawings and described in the technical specifications included in the Bidding Documents. Contractor will:
1. Disconnect the existing power and control wiring at the existing unit.
2. Recover and dispose of existing refrigerant. Provide records for refrigerant disposal to District (Owner). Include the refrigerant type, amount, and name and address of the disposal facility.
3. Remove and dispose of the existing unit.
4. Furnish and install a new unit pursuant to drawings and technical specifications. Include any base curbs, duct transitions, attachments and anchors required for the new unit to be installed. The Unit will be factory designed, assembled, and tested prior to delivery. Except for items specifically designated and approved as field installed, no portion of the factory assembled equipment shall be modified or disassembled by the Contractor.
5. Connect power and control wiring pursuant to the plans.
6. Provide start-up services by factory authorized personnel pursuant to the technical specifications.
7. Perform testing and balancing as specified in the technical specifications.
Contractors will be required to comply with the Special Terms and Conditions included in Exhibit A and the Work shall meet the requirements set forth in Exhibit A.
The estimated construction cost of the Work is $150,000.

Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of 10 percent of the Total Bid Price payable to District as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. A Bid shall not be considered unless one of the forms of Bidder's security is enclosed with it. Each Bid must contain a statement as to whether a Bidder is a Resident Bidder as defined by ORS 279A.120.
The Bidder shall guarantee the Lump Sum Price for a period of 60 calendar days from the date of Bid opening.
Prospective bidders are encouraged to schedule a site visit to acquaint bidders with the existing conditions and site requirements. Site visits may be scheduled by contacting Patrick Orr by phone or email. Detailed technical questions may be submitted in writing but they will be answered, if warranted, by addenda later. Oral statements may not be relied upon and will not be binding or legally effective.
Prior to submission of its Bid, Bidder shall be licensed with the Oregon Construction Contractors Board as required by ORS 701.021, and thereafter comply with the requirements of ORS chapter 701 with respect to licensing. Bidders need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement.)
Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a bid for public work in Oregon.
District reserves the right to cancel this solicitation or reject any Bid that does not comply with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the Bidder’s responsibility under ORS 279C.375(3)(b). District may reject for good cause any Bids after finding that doing so is in the public interest.
