Sealed Bids will be received by Michelle Mann, Administrative Assistant, at the office of Clean Water Services (Owner) located at the Rock Creek Advanced Wastewater Treatment Facility (Rock Creek Facility), 3235 SE River Road, Hillsboro, Oregon 97123 (Owner’s Office), until 2:00 p.m. local time, on REVISED TO:  April 4, 2014, for the Hillsboro Wastewater Treatment Facility Odor Abatement and Washer/Compactor Replacement Project No. 6812 (Project). Any Bids received after the specified time and date will not be considered. No electronic submissions will be accepted. First-Tier Subcontractor Disclosure Forms must be delivered to the same location at or before 4:00 p.m. local time on the same day in a separate envelope from the Bid.

The Bids will be publicly opened and read at 4:00 p.m. local time on REVISED:  April 4, 2018, at Owner’s Office.

The Work must be substantially complete by 326 days from notice to proceed (NTP) and final completion shall be 340 days from NTP. Final completion of Milestone 1 shall be 180 calendar days from NTP. 

The Site of the Work is the Hillsboro Wastewater Treatment Facility, 770 S. First Avenue, Hillsboro, OR 97123 (Site).
The Work is a public works project subject to ORS 279C.800 to 279C.870.

1. The Work under this Contract will consist of, but is not limited to furnishing all labor, materials and equipment necessary to:
a. Demolish one existing odor control tower, one foul air fan, and two electrical cabinets, plus ancillary items (i.e. air piping, conduits, etc.) for the existing Odor Control System adjacent to the existing Blower Building. Demolish existing concrete odor control tower and fan pads so that the remaining surface is flush with adjacent concrete.
b. Demolish two existing odor control towers, four foul air fans, and the Odor Control System concrete equipment pad, plus ancillary items (i.e. air piping, conduits, etc.) for the existing Odor Control System adjacent to the Chemical Building.
c. Demolish approximately 25 linear feet of existing 6-inch exhaust riser ducting in the existing Headworks Building.
d. Demolish two existing washer/compactors in the Headworks Building, plus ancillary items (discharge chutes, piping connections, etc.), and replace with two new washer/compactors on caster-wheel bases. Includes ancillary work and items required to provide a complete, functional system (new discharge chutes, connection to existing plant water, electrical, etc.).
e. Install a new Bulk Activated Carbon Adsorber Odor Control System, connected to Primary Clarifiers 1 and 2, the Headworks Building, and Influent Pump Station. Includes one new odor vessel and two new FRP centrifugal fans, plus ancillary items and work required to provide a complete, functional system (foul air ducting, dampers, fan sound enclosures, drain system, connections to existing utilities, electrical, etc.).
f. Provide seismic anchorage and bracing for the Odor Control System and appurtenances; provide custom designed software necessary for a complete and automated Odor Control System; perform field inspections, start-up services after installation, and train Owner personnel.

The estimated construction cost of the Work is $2,100,000.

Bidders are responsible for obtaining any addenda from either Owner’s Website under the Solicitation Title or by using any links provided in automatic emails that may come from the Owner. Full size Drawings may be obtained from Owner at cost of reproduction and handling, plus postage for mailing (if mailing is requested).
Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of ten percent of the Lump Sum Price payable to Owner as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. A Bid shall not be considered unless one of the forms of Bidder's security is enclosed with it. Each Bid must contain a statement as to whether a Bidder is a Resident Bidder as defined by ORS 279A.120.
The Bidder shall guarantee the Lump Sum Price for a period of 60 calendar days from the date of Bid opening.
Prospective Bidders may attend a non-mandatory pre-bid conference and Site visit that will begin at 1:00 PM. local time on REVISED: WEDNESDAY, MARCH 21, which will last approximately 1.5 hours. The conference will be held at the Site (Hillsboro Wastewater Treatment Facility, 770 S. First Avenue, Hillsboro, OR 97123). The conference will start in the Administrative Building conference room. The purpose of the conference and Site visit is to discuss the scope of the Project and bidding requirements and acquaint Bidders with Site conditions. Detailed technical questions may be submitted in writing, but if warranted, answers will be issued by addenda after the pre-bid conference. Oral statements may not be relied upon and will not be binding or legally effective.

Prior to submission of its Bid, Bidder shall be licensed with the Oregon Construction Contractors Board as required by ORS 701.021, and thereafter comply with the requirements of ORS chapter 701 with respect to licensing. Bidders need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).
Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a Bid for public work in Oregon.
Owner reserves the right to cancel this solicitation or reject any or all Bids not in compliance with all prescribed public bidding procedures and requirements, or when Owner finds the Bidder has not demonstrated its responsibility to Owner as required by ORS 279C.375(3)(b) as that term is used in any applicable Owner’s Purchasing Rules and ORS 279A.010(1)(r). Owner may reject for good cause all Bids upon a finding by Owner that it is in the public interest to do so.
