Sealed Bids will be received by Patrick Orr Project Manager, at the office of Clean Water Services (District) located at 3235 SE River Rd., Hillsboro, Oregon 97123 (District’s office), until 2:00 p.m. local time, on Tuesday, January 30, 2018, for the ABC WQL CHILLER REPLACEMENT PROJECT NO. 6793.016 (Project). Any Bids received after the specified time and date will not be considered. No electronic submissions will be accepted. First-Tier Subcontractor Disclosure Forms must be delivered to the same location at or before 4:00 p.m. local time on the same day in a separate envelope from the Bid.
The Bids will be publicly opened and read at 4:00 p.m. local time on January 30, 2018 at District’s Office.
The Work is a public works project subject to ORS 279C.800 to 279C.870.
The Work under this Contract will consist of, but is not limited to furnishing the labor, materials and equipment necessary to perform the work described in the Scope of Work contained in Exhibit A to the Contract and shown on the Drawings and specified in the Technical Specifications contained in the Bidding Documents, which include the following (collectively, Work):
A. Install one owner-provided water-cooled chiller with associated condenser water pumps, chilled water pumps, power and control wiring.
1. Provide required access to remove existing chiller and stage new chiller to designated location by removing doors and door frames, relocate or temporarily remove piping, cutting and removing drywall and framing as required to affect the installation of a new chiller. Repair framing and drywall, re-install doors and door frames, re-install piping and conduit to original location and condition.
2. Demolish and remove existing chiller, chilled water pumps, condenser water pumps, and piping noted on drawings. Recover and dispose of refrigerant and oil from chiller. Retain documentation on proper disposal of refrigerant.
3. Receive/offload, and stage chiller to designated location in existing chiller room. Anchor chiller as required by specifications.
4. Install two new owner-provided chilled water pumps. Furnish and install all associated piping, valves, specialties, power and control wiring as indicated on plans and specifications. Connect new to existing piping where shown.
5. Install two new owner-provided condenser water pumps. Furnish and install all associated piping, valves, specialties, power and control wiring as indicated on plans and specifications. Install new condenser water piping between pumps, chiller, and existing cooling tower.
Contractors will be required to comply with the Special Terms and Conditions included in Exhibit A and the Work shall meet the requirements set forth in Exhibit A.
The site of the Work is located at District’s Administrative Building Complex (ABC) at 2550 SW Hillsboro Highway, Hillsboro, OR 97123 (Site).
The estimated construction cost of the Work is $325,000.
The Bidding Documents are titled ABC WQL CHILLER REPLACEMENT PROJECT NO. 6793.016. Bidders may request an electronic copy of the Bidding Documents from District’s website at http://bids.cleanwaterservices.org

. Ms. Mann and Mr. Orr are both located at District’s Rock Creek Advanced Wastewater Treatment Facility at 3235 SE River Rd., Hillsboro, OR 97123.
Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of 10 percent of the Total Bid Price payable to District as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. A Bid shall not be considered unless one of the forms of Bidder's security is enclosed with it. Each Bid must contain a statement as to whether a Bidder is a Resident Bidder as defined by ORS 279A.120.
The Bidder shall guarantee the Lump Sum Price for a period of 60 calendar days from the date of Bid opening.
MANDATORY PRE-BID CONFERENCE AND VISIT TO SITE: Prospective bidders are required to attend a pre-bid conference and Site visit that will begin at 10:00 a.m. on January 18, 2018 at the ABC Water Quality Lab Building located at 2550 SW Hillsboro Hwy, Hillsboro, OR 97123. The purpose of the conference and Site visit is to discuss the scope of the Project and bidding requirements and to acquaint Bidders with Site conditions. Detailed technical questions may be submitted in writing but they will be answered, if warranted, by addenda later. Oral statements may not be relied upon and will not be binding or legally effective.
Prior to submission of its Bid, Bidder shall be licensed with the Oregon Construction Contractors Board as required by ORS 701.021, and thereafter comply with the requirements of ORS chapter 701 with respect to licensing. Bidders need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement.)
Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a bid for public work in Oregon.
District reserves the right to cancel this solicitation or reject any Bid that does not comply with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the Bidder’s responsibility under ORS 279C.375(3)(b). District may reject for good cause any Bids after finding that doing so is in the public interest.
