Sealed Bids will be received by Jane Nishizaki, Administrative Assistant, at the office of Clean
Water Services (Owner) located at the Durham Advanced Wastewater Treatment Facility (Durham
Facility), 16060 S.W. 85th Avenue, Tigard, Oregon 97224 (Owner’s Office), until 2:00 p.m. local
time, on December 21, 2017, for the Durham Advanced Wastewater Treatment Facility Effluent Sampling
 System  Modifications  Project No. 6907 (Project). Any Bids received after the specified time and
date will not be considered. No electronic submissions will be accepted. First-Tier Subcontractor
Disclosure Forms must be delivered to the same location at or before 4:00 p.m. local time on the
same day in a separate envelope from the Bid.
The Bids will be publicly opened and read at 4:00 p.m. local time on December 21, 2017, at Owner’s
Office.
 
The Work must be substantially complete by June 15, 2018 and final completion shall be July 13,
2018.
 
The Site of the Work is the Durham Facility, located at 16580 S.W. 85th Avenue, Tigard, Oregon
97224 (Site).
The Work is a public works project subject to ORS 279C.800 to 279C.870.
1.   The Work under this Contract will consist of, but is not limited to furnishing all labor,
materials and equipment necessary to:
a.   Install three new pole lights and associated electrical. Owner to provide poles and heads, and
Contractor to provide bases.
b.   Install a new Owner-provided effluent sampling fiberglass building and install all electrical,
piping, and appurtenances associated with this building.
c.   Provide fiber optic cable from the Filter Electrical Building to the Effluent Sampling
Building.
d.   Provide power from the Filter Tunnel to the Effluent Sampling Building.
e.   Install one new fish tank pump and associated piping in the tunnel below the Effluent Sampling
Building. Provide power for the fish tank pump.
f.   Provide new wire and conduit in the existing Dechlorination Building to rewire existing
electrical and controls, demo any unused wire and conduit, and provide and install three new local
control stations.
g.   Install new electrical wires and conduits and demo existing wires and conduits between the following areas: Surge Basin 1, Shack by the Tracks, and Oil Building.
h.   Demolish one existing Oil Building including the foundation, footings, and pipes within two
feet of the building.
i.   Install one new concrete slab including one trench drain, two pipe sleeves, one housekeeping
pad, and two Owner-provided access hatches.
2.   The Work also includes furnishing and installing related equipment, conduits, electrical,
instrumentation and control, site work, and other appurtenances necessary to complete the Work and
to provide a complete and functional Effluent Sampling System constructed in accordance with the
Contract Documents.
 
The estimated construction cost of the Work is $230,000.
 
The Bidding Documents are entitled “Durham Advanced Wastewater Treatment Facility Effluent Sampling
System Modifications Project No. 6907.”
 
Bidders may download an electronic copy of the Bidding Documents by completing the section to

under the solicitation titled Durham Advanced Wastewater Treatment Facility Effluent Sampling
System Modifications Project No. 6907. Bidder’s information will be accumulated for a Bid Holder's
List, which is available on the Website, and bidder’s email will be used to send automatic
notifications when Owner posts a new document or changes information related to this solicitation.

Bidders are responsible for obtaining any addenda from either Owner’s website at under the
Solicitation Title or by using any links provided in automatic emails that may come from the Owner.

Full-size Drawings may be obtained from Owner at cost of reproduction and handling, plus postage
for mailing (if mailing is requested).
Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of ten
percent of the Lump Sum Price payable to Owner as a guarantee that the Bidder, if its Bid is
accepted, will promptly execute the Agreement. A Bid shall not be considered unless one of the
forms of Bidder's security is enclosed with it. Each Bid must contain a statement as to whether a
Bidder is a Resident Bidder as defined by ORS 279A.120.
 
The Bidder shall guarantee the Lump Sum Price for a period of 60 calendar days from the date of Bid
opening.

The nature of the work necessitates attendance by all prospective bidders and electrical
contractors to the mandatory pre-bid conference and Site visit that will begin at 1:00 p.m. local
time on December 7, 2017. Attendance by electrical contractors is mandatory, due to the nature of
the electrical remodel work. The conference will be held at the Owner’s address below, O&M Building
- Main Conference Room and will be followed by the Site visit. The purpose of the conference and
Site visit is to discuss the scope of the Project and bidding requirements and to acquaint Bidders
with Site conditions. Detailed technical questions may be submitted in writing but they will be
answered, if warranted, by addenda later. Oral statements may not be relied upon and will not be
binding or legally effective.

Prior to submission of its Bid, Bidder shall be licensed with the Oregon Construction Contractors
Board as required by ORS 701.021, and thereafter comply with the requirements of ORS chapter 701
with respect to licensing. Bidders need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).
Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a
Bid for public work in Oregon.
 
Owner reserves the right to cancel this solicitation or reject any or all Bids not in compliance
with all prescribed public bidding procedures and requirements, or when Owner finds the Bidder has
not demonstrated its responsibility to Owner as required by ORS 279C.375(3)(b) as that term is used
in any applicable Owner’s Purchasing Rules and ORS 279A.010(1)(r).

Owner may reject for good cause all Bids upon a finding by Owner that it is in the public interest
to do so.
