Sealed Bids will be received by Michelle Mann, Administrative Assistant, at the office of Clean Water Services (Owner) located at the Durham Advanced Wastewater Treatment Facility (Durham Facility), 16060 S.W. 85th Avenue, Tigard, Oregon 97224 (Owner’s Office), until 2:00 p.m. local time, on November 21, 2017, for the Forest Grove Wastewater Treatment Facility Blower Addition Project, Project No. 6866 (Project). Any Bids received after the specified time and date will not be considered. No electronic submissions will be accepted. First-Tier Subcontractor Disclosure Forms must be delivered to the same location at or before 4:00 p.m. local time on the same day in a separate envelope from the Bid.
The Bids will be publicly opened and read at 4:00 p.m. local time on Monday, November 21, 2017, at Owner’s Office.

The Work must be substantially complete by 171 days from notice to proceed (NTP) and final completion shall be 197 days from NTP.
The Site of the Work is the Forest Grove Wastewater Treatment Facility, 1345 SW Fernhill Road, Forest Grove, OR 97116 (Site).

The Work is a public works project subject to ORS 279C.800 to 279C.870.
1. The Work under this Contract will consist of, but is not limited to furnishing all labor, materials and equipment necessary to:
a. Demolish one existing Multi-stage Centrifugal Blower and associated concrete pad, plus ancillary items (i.e. air piping and conduits).
b. Demolish one existing equipment pad plus ancillary items (i.e., air piping and conduits).
c. Demolition of one existing monorail and relocation of second existing monorail to accommodate new blower system.
d. Demolish existing control panels and associated soft starts for existing Blower #3 and #4 and associated housekeeping pads (for control panels only).
e. Install three new rotary screw type blowers and appurtenances. Includes all work to make the system a functional working system (electrical, discharge piping, piping connections, testing, etc.).
f. Allow for the continued operation of the existing system.
g. Provide seismic anchorage and bracing of the blower units, and appurtenances; provide custom designed software necessary for a complete and automated blower system; perform field inspections, start-up services after installation and train Owner personnel
The estimated construction cost of the Work is $816,000.

The Bidding Documents are entitled “Forest Grove Wastewater Treatment Facility Blower Addition Project, Project No. 6866 (Project).”

Bidders are responsible for obtaining any addenda from either Owner’s website at under the Solicitation Title or by using any links provided in automatic emails that may come from the Owner. Full size Drawings may be obtained from Owner at cost of reproduction and handling, plus postage for mailing (if mailing is requested). Bidding Documents may also be examined at: Carollo Engineers, 720 SW Washington St, Suite 550, Portland, OR 97205 (Engineer).
Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of ten percent of the Lump Sum Price payable to Owner as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. A Bid shall not be considered unless one of the forms of Bidder's security is enclosed with it. Each Bid must contain a statement as to whether a Bidder is a Resident Bidder as defined by ORS 279A.120.

The Bidder shall guarantee the Lump Sum Price for a period of 60 calendar days from the date of Bid opening.
Prospective Bidders are recommended to attend a non-mandatory prebid conference and Site visit that will begin at 2:00 p.m. and last until approximately 3:30 p.m. local time on Monday, November 7, 2017. The conference will be held at the Site (Forest Grove Wastewater Treatment Facility, 1345 SW Fernhill Road, Forest Grove, OR 97116). The conference will start in the Operations office. The purpose of the conference and Site visit is to discuss the scope of the Project and bidding requirements and to acquaint Bidders with Site conditions. Detailed technical questions may be submitted in writing but they will be answered, if warranted, by addenda later. Oral statements may not be relied upon and will not be binding or legally effective.

Prior to submission of its Bid, Bidder shall be licensed with the Oregon Construction Contractors Board as required by ORS 701.055, and thereafter comply with the requirements of ORS 701.035 to 701.137. Bidders need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).

Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a Bid for public work in Oregon.

Owner reserves the right to cancel this solicitation or reject any or all Bids not in compliance with all prescribed public bidding procedures and requirements, or when Owner finds the Bidder has not demonstrated its responsibility to Owner as required by ORS 279C.375(3)(b) as that term is used in any applicable Owner’s Purchasing Rules and ORS 279A.010(1)(r). Owner may reject for good cause all Bids upon a finding by Owner that it is in the public interest to do so.
