Sealed Bids will be received by Michelle Mann, Administrative Assistant, at the office of Clean Water Services (Owner) located at the Durham Advanced Wastewater Treatment Facility (Durham Facility) TPS Trailer, 16060 S.W. 85th Avenue, Tigard, Oregon 97224 (Owner’s Office), until 2:00 p.m. local time, on October 19, 2017, for the Durham Advanced Wastewater Treatment Facility Volatile Fatty Acids Delivery System Improvements, Project No. 6921 (Project). Any Bids received after the specified time and date will not be considered. No electronic submissions will be accepted. First-Tier Subcontractor Disclosure Forms must be delivered to the same location at or before 4:00 p.m. local time on the same day in a separate envelope from the Bid.
The Bids will be publicly opened and read at 4:00 p.m. local time on Thursday, October 19, 2017, at Owner’s Office.
The Work must be substantially complete by Wednesday, February 28, 2018 and final completion shall be Thursday, March 29, 2018.
The Site of the Work is the Durham Facility, located at 16580 S.W. 85th Avenue, Tigard, Oregon 97224 (Site).
The Work is a public works project subject to ORS 279C.800 to 279C.870.
1. The Work under this Contract will consist of, but is not limited to furnishing all labor, materials and equipment necessary to:
a. Install new piping, fittings, valves, and appurtenances as specified in the Contract Documents to provide a complete piping system to convey Volatile Fatty Acids (VFAs) from the Volatile Fatty Acid Discharge (VFAD) Wetwell to each of the four existing aeration basins (AB) and the Primary Effluent Pumping Station (PEPS).
b. Demolish existing piping, fittings, valves, and appurtenances as specified in the Contract Documents to facilitate connection of the new VFAD piping system to existing pipelines.
c. Install a new tee with blind flange on thru-flow branch on the VFAD pipeline downstream of the connection to the existing Fermenter Thickener Overflow (FTO) pipeline to facilitate connection to future AB5.
d. Install four new Flow Meter Arrays (FMAs), one upstream of each VFA discharge into its designated AB, to control the split of flow to each existing AB. For each FMA, install v-port ball control valves with a connection at each control valve for high pressure air supply.
e. Perform hot water pressure cleaning of existing 8- to 10-inch VFAD piping, from 90-deg bend downstream of flow meter by existing VFAD pumps to 90-deg bend on existing 10” FTO pipe, where flow splits to AB3-4.
The estimated construction cost of the Work is $205,000.

Full size Drawings may be obtained from Owner at cost of reproduction and handling, plus postage for mailing (if mailing is requested). Bidding Documents may also be examined at Owner’s Office.
Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of ten percent of the Lump Sum Price payable to Owner as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. A Bid shall not be considered unless one of the forms of Bidder's security is enclosed with it. Each Bid must contain a statement as to whether a Bidder is a Resident Bidder as defined by ORS 279A.120.
The Bidder shall guarantee the Lump Sum Price for a period of 60 calendar days from the date of Bid opening.
Prospective Bidders are required to attend a mandatory prebid conference and Site visit that will begin at 1:00 p.m. and last until approximately 3:00 p.m. local time on Thursday, October 12, 2017. The conference will be held at the TPS Trailer - Main Conference Room at Owner’s address below and will be followed by the Site visit. The purpose of the conference and Site visit is to discuss the scope of the Project and bidding requirements and to acquaint Bidders with Site conditions. Detailed technical questions may be submitted in writing but they will be answered, if warranted, by addenda later. Oral statements may not be relied upon and will not be binding or legally effective.

Prior to submission of its Bid, Bidder shall be licensed with the Oregon Construction Contractors Board as required by ORS 701.055, and thereafter comply with the requirements of ORS 701.035 to 701.137. Bidders need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).
Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a Bid for public work in Oregon.
Owner reserves the right to cancel this solicitation or reject any or all Bids not in compliance with all prescribed public bidding procedures and requirements, or when Owner finds the Bidder has not demonstrated its responsibility to Owner as required by ORS 279C.375(3)(b) as that term is used in any applicable Owner’s Purchasing Rules and ORS 279A.010(1)(r). Owner may reject for good cause all Bids upon a finding by Owner that it is in the public interest to do so.
