Purchase of Polymer Flocculent - Multi-Step Invitation to Bid

Clean Water Services (District) wishes to purchase polymer products under a thirty-six month contract that includes an option to renew for one additional year.  The polymer will be used at District's wastewater treatment facilities primarily to dewater a mix of anaerobically digested primary, secondary and tertiary sludges via centrifuges.  Additional products will be supplied by the selected vendors for thickening primary and secondary sludges and liquids clarification of secondary effluent per the District’s needs.  The contract(s) awarded under this procurement will begin July 1, 2018. 
 
This is a multi-step Invitation to Bid (ITB) that involves bench and performance testing of vendor products to determine their ability to meet District specifications in the first step.  In the second step, District will invite vendors with qualified products to submit a price bid for consideration.  Interested vendors must submit products for performance testing at both of the District's treatment facilities, and they must be the manufacturer of the product. Only the vendors whose products have been performance tested and met District specifications will be invited to submit bids.  District may award multiple contracts under this procurement.
 
First Step - Bench and Performance Testing. 
 
The composition of the anaerobically digested sludge changes seasonally because the District uses alum (Al2(SO4)3 14 H2O, 48.5% aqueous) from May 1 to September 30 for phosphorus removal.  Therefore District wishes to evaluate polymers on both “summer” and “winter” sludge. The District will bench test polymer products submitted by interested vendors in the biosolids dewatering process at its Rock Creek and Durham Facilities until October 15, 2017, for the summer bench and performance testing period.  District will bench test polymer products at its Rock Creek and Durham Facilities from January 15 to March 15, 2018 for the winter bench and performance testing period.  If you wish to test your product, please contact Mike Gates at (503) 547-8050 to schedule and coordinate the test. 
 
District will conduct performance testing at District's Durham and Rock Creek Facilities.  Vendors may submit one emulsion polymer product for performance testing on summer sludge at each plant.  Vendors must submit two emulsion polymer products for performance testing on winter sludge at each plant.  Vendors shall supply enough of each submitted polymer product to run District’s centrifuge for 16 hours.  District will pay Vendors $1.88 per active pound for the trial product supplies. 
 
Second Step – Submission of Bids. 
 
Qualified vendors whose products have been performance tested and met District specifications must submit bids by 2:00 p.m., PST, on April 30, 2018 to Heidi Blasingame, Procurement Coordinator, 2550 SW Hillsboro Hwy, Hillsboro, OR 97123.  A public bid opening will be held immediately following the bid deadline.
 
The ITB contains additional information on the two-step process, associated timelines, product specifications and the form of contract vendors will be required to sign.
