Sealed Bids will be received by Michelle Mann, Administrative Assistant, at the office of Clean Water Services (Owner) located at the Durham Advanced Wastewater Treatment Facility (Durham Facility), 16060 S.W. 85th Avenue, Tigard, Oregon 97224 (Owner’s Office), until 2:00 p.m. local time, on **CHANGED FROM 8/31/17 to 9/7/17 PER ADDENDA**., for the Durham Advanced Wastewater Treatment Facility Hypochlorite and Caustic Improvements, Project No. 6823 (Project). Any Bids received after the specified time and date will not be considered. No electronic submissions will be accepted. First-Tier Subcontractor Disclosure Forms must be delivered to the same location at or before 4:00 p.m. local time on the same day in a separate envelope from the Bid.
The Bids will be publicly opened and read at 4:00 p.m. local time on Thursday, August 31, 2017, at Owner’s Office.
The Work must be substantially complete by April 30, 2018.
The Site of the Work is the Durham Facility, located at 16580 S.W. 85th Avenue, Tigard, Oregon 97224 (Site).
The Work is a public works project subject to ORS 279C.800 to 279C.870.
1. The Work under this Contract will consist of, but is not limited to furnishing all labor, materials and equipment necessary to:
a. Demolish two existing chemical feed pumps, piping and appurtenances in the Chemical Building and install two new chemical feed pumps, piping and appurtenances and discharge piping to serve the excess flow diversion structure.
b. Install two new 230-gallon sodium hypochlorite day tanks with containment, six new chemical feed pumps, piping and appurtenances, and control panel in the liquids tunnel to serve the chlorine contact basins and reuse systems; and demolish the existing chemical metering pumps and appurtenances specified in the Contract Documents.
c. Install one new 200-gallon sodium hypochlorite day tank with containment, two new chemical feed pumps, piping and appurtenances in the Solids Building (existing Dry Polymer Room) to serve the existing two chemical odor scrubbers; demolish existing dry polymer system, chemical metering pump and appurtenances specified in the Contract Documents.
d. Install one new 6,500-gallon sodium hydroxide (caustic) bulk storage tank and pad outside the Solids Building, two chemical feed pumps, piping and appurtenances and a control panel in the Solids Building for adjusting pH in the first stage of the existing chemical odor scrubber.
e. Install a new double contained gravity pipeline from the caustic bulk storage tank to the existing struvite recovery facility and the associated trenching, backfill, and surface replacement associated with the gravity pipeline.
f. Install one new 1,000-gallon sulfuric acid bulk storage tank, tank enclosure (carport) and pad outside the Solids Building, one chemical feed pump, piping and appurtenances and a control panel in the Solids Building for adjusting pH in the centrate holding tanks.
g. Install three new eyewash/shower stations and four in-line water heaters, new safety upgrades (additions of flow switches and amber strobe light) to the eight existing eyewash/shower stations in the chemical building, one in the liquids tunnel and six in the Solids Building.
h. Install the associated conduits, electrical, instrumentation and control, Site work, and other appurtenances necessary to complete the Work and to provide a complete and functional system constructed in accordance with the Contract Documents.
The estimated construction cost of the Work is $1,200,000.
The Bidding Documents are entitled “Durham Advanced Wastewater Treatment Facility Hypochlorite and Caustic Improvements, Project No. 6823.”

Full size Drawings may be obtained from Owner at cost of reproduction and handling, plus postage for mailing (if mailing is requested). Bidding Documents may also be examined at Kennedy Jenks Consultants, Inc. located at 421 SW 6th Avenue, Suite 1000 Portland OR 97204 (Engineer).
Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of ten percent of the Lump Sum Price payable to Owner as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. A Bid shall not be considered unless one of the forms of Bidder's security is enclosed with it. Each Bid must contain a statement as to whether a Bidder is a Resident Bidder as defined by ORS 279A.120.
The Bidder shall guarantee the Lump Sum Price for a period of 60 calendar days from the date of Bid opening.
Prospective Bidders are required to attend a mandatory prebid conference and Site visit that will begin at 1:00 p.m. and last until approximately 3:00 p.m. local time on August 17, 2017. The conference will be held at the Owner’s address below, O&M Building - Main Conference Room and will be followed by the Site visit. The purpose of the conference and Site visit is to discuss the scope of the Project and bidding requirements and to acquaint Bidders with Site conditions. Detailed technical questions may be submitted in writing but they will be answered, if warranted, by addenda later. Oral statements may not be relied upon and will not be binding or legally effective.

Prior to submission of its Bid, Bidder shall be licensed with the Oregon Construction Contractors Board as required by ORS 701.055, and thereafter comply with the requirements of ORS 701.035 to 701.137. Bidders need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).
Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a Bid for public work in Oregon.
Owner reserves the right to cancel this solicitation or reject any or all Bids not in compliance with all prescribed public bidding procedures and requirements, or when Owner finds the Bidder has not demonstrated its responsibility to Owner as required by ORS 279C.375(3)(b) as that term is used in any applicable Owner’s Purchasing Rules and ORS 279A.010(1)(r). Owner may reject for good cause all Bids upon a finding by Owner that it is in the public interest to do so.
