Sealed Proposals will be received by Jane Nishizaki, Administrative Assistant, at the office of Clean Water Services (Owner), located at the Treatment Plant Services Building, 16060 S.W. 85th Avenue, Tigard, Oregon, 97224 (Owner’s Office), until 2:00 p.m. local time, on **CHANGED FROM 8/31/17 TO 9/07/17 PER ADDENDA** for the Durham and Rock Creek Dewatering Centrifuge Procurement Project Nos. 6893 and 6894 (Project(s)). Any Proposals received after the specified time and date will not be considered. No electronic submissions will be accepted. The Proposals will not be publicly opened and read. Proposals shall consist of two components:  a Price Proposal Form and an Informational Submittal.
Owner is seeking to purchase the following Goods and Services as part of the Projects: which include, but are not limited to:
Supply and deliver four dewatering centrifuges, including centrifuge control panels, centrifuge electrical panels and all appurtenances as specified herein. Either two nominal 26-inch or 30-inch diameter machines shall be provided for the Durham Facility, and two nominal 30-inch diameter machines shall be provided for the Rock Creek Facility. A single centrifuge manufacturer shall be responsible for supplying the centrifuges, complete with all accessories and appurtenances (including, but not necessarily limited to, electric motors, control panels and control software, electrical panels with variable frequency drives (VFD’s), shafting, safety guards, speed reducers, lubrication systems, vibration isolation and anchorage, and spare parts) and for the design, assembly, delivery, installation supervision, startup, and testing of the centrifuges, and training of Owner’s personnel.
The Goods and Services shall be delivered to the Durham Advanced Wastewater Treatment Facility located at 16580 SW 85th Avenue, Tigard, OR 97124, and the Rock Creek Advanced Wastewater Treatment facility at 3235 SE River Road, Hillsboro, OR, 97123 (Sites).  Owner will enter into a separate contract with a contractor to install the centrifuges at each Facility.

In the same sealed envelope as the Proposal, each Proposer shall provide a certified or cashier's check or Proposal Bond in the amount of 5 percent of the Proposal amount payable to Owner as a guarantee that the Proposer, if they are determined to be the Successful Proposer, will promptly execute the Agreement. A Proposal shall not be considered unless the forms of Proposer’s security is enclosed with it. The successful Proposer will be required to furnish Supply Contract Bond  equal to one hundred percent (100%) of the amount of the Proposal amount.
The Proposer shall guarantee the Price Proposal for a period of 60 calendar days from the date Proposals are due.
Owner reserves the right to cancel this solicitation or reject any or all Proposals in accordance with ORS 279B.100 and those Proposals not in compliance with all prescribed public bidding procedures and requirements or when Owner finds that the Proposer is not responsible as that term is used in any applicable Owner’s Purchasing Rules and ORS 279A.010(1)(r).
