Clean Water Services (District) is soliciting Proposals from those entities (Proposer) interested in contracting to serve as the Design-Builder for the design, permitting, and construction of the Tualatin Interceptor and Siphon Improvement Project (Project). The District invites Proposers to submit Proposals according to the requirements set forth in the Request for Proposals (RFP). This Project generally includes the following:
  • Design, permitting, and construction of approximately 5,971 linear feet (lf) of 66-inch, 3,344 lf of 60-inch, 496 lf of 48-inch, 470 lf of trenchless 30-inch, and 545 lf of trenchless 21-inch diameter sanitary sewer interceptor.
  • Installation of associated manholes, service lateral connections, mainline connections, siphon structures, surface restoration, and other associated appurtenances.
  • Acceptance testing of manholes, structures, and sewer mainline.
  • Special investigation as required for the design, permitting, and construction of said improvements.
  • Obtaining all permits as required by the scope of this Project.

Proposals in response to this RFP must be submitted to Mr. Wade Denny, Senior Engineer 2550 SW Hillsboro Hwy, Hillsboro, Oregon, 97123 and must be received no later than 2:00 p.m. local time, August 31, 2017. Proposals must be fully compliant with the requirements contained in Section 5 of the RFP. Facsimile or electronically transmitted proposals will not be accepted. Late proposals will be kept by District, but not considered for award. Proposals will not be opened publicly and read aloud.
Mandatory Pre-Proposal Meetings will be held individually with interested Proposers from July 25 through 27, 2017 at 2550 SW Hillsboro Hwy, Hillsboro, Oregon, 97123. After a brief orientation provided by the District, Proposers will lead a question-and-answer session. Following the meeting, meeting participants will be provided the opportunity to visit the site with District staff. Proposers shall advise Mr. Denny at dennyw@cleanwaterservices.org by 1:00 p.m. local time, July 17, 2017, of the names of individuals who will attend the Mandatory Pre-Proposal Meeting as well as preferred dates for the meeting (July 25, 26 or 27 of 2017); Proposers shall also provide an agenda for the meeting including a list of discussion items, inquiries, and questions. Additional information on the Mandatory Pre-Proposal Meeting is contained within Section 4 of the RFP.

The RFP, which includes the Contract Documents, may be downloaded from District’s website at http://bids.cleanwaterservices.org by selecting the title of this RFP and completing the section to request the document package. This information will be accumulated for a Bid Holders List and your email will be used to send you automatic notifications when District posts a new document or changes information related to this RFP. Proposers are responsible for obtaining any Addenda by using the link provided in the automatic email or from District’s website listed above. Each Proposer must be licensed by the Oregon Construction Contractors Board and the Oregon Board of Examiners for Engineering and Land Surveying  Prevailing wage rates must be paid by Proposer and any subcontractor on the Project in accordance with ORS 279C.800 to 279C.870.  Proposers need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).  District will not receive or consider any Proposal that is not in compliance with the RFP and the Contract Documents.  Proposers and any subcontractors will be required to have a public works bond filed with the Construction Contractors Board before starting work on the Project unless there is an applicable exemption under ORS 279C.836(4), (7), (8) or (9).

District may cancel this procurement or reject any Proposal that does not comply with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the bidder’s responsibility under ORS 279C.375(3)(b), and District may reject for good cause all Proposals after finding that doing so is in the public interest.
