Clean Water Services (District) will receive sealed bids in writing at District’s office located at 2550 SW Hillsboro Highway, Hillsboro, OR 97123, for the following project:
The Tualatin Basin Water Supply Project intends to provide additional water supplies to support the future needs of Washington County and the Tualatin River. One option under consideration for the Project is the creation of a new dam on Scoggins Creek downstream of the existing one. The assessment of this development option requires geotechnical explorations on land owned by the Stimson Lumber Company (Stimson). New forest roads, and improvements to existing forest roads, will be required on Stimson land to conduct these explorations. District will select a contractor to construct these roads through this procurement process.
Non-mandatory walk-throughs of the Project site located on the Stimson Lumber Mill property, located at 49800 SW Scoggins Valley Rd, in Gaston, Oregon 97119 are available by appointment on June 27, 2017 between 9:00 a.m. and 4:00 p.m. Walk-throughs take one hour and each potential bidder is limited to two individuals on the walk-through. Interested bidders must call Donna Eason at (503) 681-5110 to make an appointment before 12:00 p.m. on June 26, 2017. Please notify the District of any special accommodations persons attending the walk-through may have so that District can make those accommodations. Representations and statements made by District representatives at the walk-throughs are not binding on District unless confirmed in writing. Detailed technical questions may be submitted in writing and will be answered, if warranted, by written addenda later.
Bids will be received until the deadline of 2:00 p.m., July 6, 2017, after which time bids will not be received. Within two working hours of the bid closing time, bidders must submit the First-Tier Subcontractor Disclosure Form. At 4:00 p.m., July 6, 2017, all bids will be publicly opened and read aloud at District’s office.

Bidders are responsible for obtaining any Addenda from District’s website as listed above. You may subscribe to District’s Open Solicitations RSS feed at the same Website address and you will be notified when an Addendum to or clarifications of the Contract Documents have been posted. Bids must be made upon the bid forms found in the Contract Documents, and must be accompanied by a certified check, cashier’s check, an irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, or a bid bond payable to Clean Water Services in an amount not less than 5 percent of the total amount bid.
Each bidder must be licensed by the Oregon Construction Contractors Board (or, for landscaping projects, licensed by the Oregon Landscape Contractors Board). Prevailing wage rates must be paid by bidder and any subcontractor on the project in accordance with ORS 279C.800 to 279C.870 or, if applicable, the Davis Bacon Act (40 U.S.C. Section 3141et seq.). Each bid must contain a statement as to whether the bidder is a resident bidder, as defined by ORS 279A.120. Bidders need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement). District will not receive or consider any bid that is not in compliance with the Instructions to Bidders and the Contract Documents. Bidders and any subcontractors will be required to have a public works bond filed with the Construction Contractors Board before starting work on the project unless there is an applicable exemption under ORS 279C.836(4), (7), (8) or (9).
To be considered qualified a bidder must have constructed a minimum of two forest road projects of similar size and scope to this Project.
District may cancel this procurement or reject any bid that does not comply with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the bidder’s responsibility under ORS 279C.375(3)(b) and that District may reject for good cause all bids after finding that doing so is in the public interest.
