Sealed Bids will be received by Michelle Mann, Administrative Assistant, at the office of Clean Water Services (OWNER), located at the Administration Building, 3235 SW River Road, Hillsboro, OR 97123 (OWNER’s Office), until 2:00 p.m. local time, on Thursday,
June 28, 2017 for the Fernhill Parking Lot Improvements Project No. 6897 (Project). Any Bids received after the specified time and date will not be considered. No electronic submissions will be accepted. First-Tier Subcontractor Disclosure Forms must be delivered to the same location at or before 4:00 p.m., local time on the same day in a separate envelope from the Bid.
The Bids will be publicly opened and read at 4:00 p.m. local time on Wednesday, June 28, 2017 at OWNER’S Office.
The WORK is a Public Works project subject to ORS 279C.800 to 279C.870. The WORK includes but is not limited to: furnishing all labor, materials, equipment, and appurtenances for the Project; tying the Owner’s potable water pipe to the City of Forest Grove’s potable water system; performing site grading; constructing a parking lot, maintenance roads, and pedestrian trails; installing miscellaneous yard piping; and installing conduit from an existing Owner building to the site of a future Owner building. The WORK also includes a concrete slab for the future building and demolishing and removing existing equipment from the Site as well as performing other miscellaneous mechanical, civil, and electrical upgrades specified in the Contract Documents.
The site of the WORK is located at the Fernhill Wetlands, 1399 Fern Hill Road, Forest Grove, Oregon 97116 (Site).
Two other construction projects will be simultaneously occurring on the Site throughout the construction window. Contractors must plan to coordinate WORK, including staging areas on the Site with other contractors and subcontractors. The Contract Documents help define these limits.
The WORK must be substantially complete by Friday, October 6, 2017 with final completion by Friday, November 3, 2017 based on a Notice to Proceed of Thursday, July 27, 2017.
The estimated construction cost of the WORK is approximately $1,200,000.

MANDATORY PRE-BID CONFERENCE AND VISIT TO SITE: Prospective Bidders are required to attend a mandatory pre-bid conference and Site visit that will begin at 1:00 p.m. local time on Wednesday June 14, 2017 at the Forest Grove Administration Building located at 1345 Fern Hill Road, Forest Grove, Oregon. The purpose of the conference and Site visit is to discuss the scope of the Project and bidding requirements and to acquaint Bidders with Site conditions. Detailed technical questions may be submitted in writing and will be answered, if warranted, by written addenda later. Oral statements may not be relied upon and will not be binding or legally effective. Prospective bidders are encouraged to attend. The Owner will not schedule any other tours. Owner will not consider bids from Bidders who do not attend the pre-bid conference.

Prior to submission of its Bid, Bidder shall be licensed with the Oregon Construction Contractors Board as required by ORS 701.055, and thereafter comply with the requirements of ORS 701.035 to 701.137. Bidders need not be licensed under ORS 468A.720 (regarding licensing of Contractors on projects involving asbestos abatement).
Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of 10 percent of the Lump Sum Price payable to OWNER as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. A Bid shall not be considered unless one of the forms of Bidder's security is enclosed with it. Each Bid must contain a statement as to whether a Bidder is a Resident Bidder as defined by ORS 279A.120.
The Bidder shall guarantee the Lump Sum Price for a period of 60 calendar days from the date of Bid opening.
Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a Bid for public work in Oregon.
OWNER reserves the right to cancel this solicitation or reject any Bid that does not comply with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the Bidder’s responsibility under ORS 279C.375(3)(b). OWNER may reject for good cause all Bids upon a finding by OWNER that it is in the public interest to do so in accordance with ORS 279C.395.
