Sealed Bids will be received by Jane Nishizaki, Administrative Assistant, at the office of Clean Water Services (OWNER), located at the Treatment Plant Services Building, 16060 S.W. 85th Avenue, Tigard, Oregon, 97224 (OWNER’s Office), until 2:00 p.m. local time, on Thursday, June 8, 2017 for the Forest Grove Outfall Pipeline – Phase A, Project No. 6880 (Project). Any Bids received after the specified time and date will not be considered. No electronic submissions will be accepted. First-Tier Subcontractor Disclosure Forms must be delivered to the same location at or before 4:00 p.m., local time on the same day in a separate envelope from the Bid.
 
The Bids will be publicly opened and read at 4:00 p.m. local time on Thursday, June 8, 2017 at OWNER’S Office.
 
The WORK is a Public Works project subject to ORS 279C.800 to 279C.870. The WORK includes but is not limited to: furnishing all labor, materials, equipment, and appurtenances for the Project. The WORK includes installation of cured-in-place pipe liner installation in approximately 1,300 feet of 42-inch outfall pipe, fabricating steel pipe fittings, in-place rehabilitation of 4 manholes, installation of approximately 20 feet of new 48-inch pipe, and connecting the rehabilitated pipe and manholes to the existing pipeline. The WORK also includes demolishing and removing existing items from the Site as well as performing other miscellaneous civil upgrades specified in the Contract Documents. The portion of the outfall where the work will take place is out of service from April 1 through October 31, however, a downstream section of the outfall remains in service. If the work window extends beyond October 31, the Contractor shall incorporate flow control/bypass pumping.
 
The site of the WORK is located at the Forest Grove Wastewater Treatment Facility, 1345 Fern Hill Road, Forest Grove, Oregon 97116 (Site).
The WORK must be substantially complete by October 1, 2017 with final completion by October 15, 2017 based on a Notice to Proceed of July 17, 2017.
The estimated construction cost of the WORK is approximately $970,000.00.

NON-MANDATORY PRE-BID CONFERENCE AND VISIT TO SITE: Prospective Bidders invited to attend a non-mandatory pre-bid conference and Site visit that will begin at 10:00 a.m. local time on Tuesday, 30 May, 2017 at the Forest Grove Administration Building located at 1345 Fern Hill Road, Forest Grove, Oregon. The purpose of the conference and Site visit is to discuss the scope of the Project and bidding requirements and to acquaint Bidders with Site conditions. Detailed technical questions may be submitted in writing and will be answered, if warranted, by written addenda later. Oral statements may not be relied upon and will not be binding or legally effective. Prospective bidders are encouraged to attend. The Owner will not schedule any other tours.

Prior to submission of its Bid, Bidder shall be licensed with the Oregon Construction Contractors Board as required by ORS 701.055, and thereafter comply with the requirements of ORS 701.035 to 701.137. Bidders need not be licensed under ORS 468A.720 (regarding licensing of Contractors on projects involving asbestos abatement).
 
Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of 10 percent of the Lump Sum Price payable to OWNER as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. A Bid shall not be considered unless one of the forms of Bidder's security is enclosed with it. Each Bid must contain a statement as to whether a Bidder is a Resident Bidder as defined by ORS 279A.120.
 
The Bidder shall guarantee the Lump Sum Price for a period of 60 calendar days from the date of
Bid opening.
 
Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a Bid for public work in Oregon.
 
OWNER reserves the right to cancel this solicitation or reject any Bid that does not comply with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the Bidder’s responsibility under ORS 279C.375(3)(b). OWNER may reject for good cause any or all Bids upon a finding by OWNER that it is in the public interest to do so in accordance with ORS 279C.365.
