Sealed Bids will be received by Mike Kebbe, Project Manager, at the office of Clean Water Services (Owner) located at 16060 SW 85th Avenue, Tigard, Oregon 97224 (Owner’s office), until 2:00 p.m. local time, on Thursday, March 30, 2017, for the Butternut Pump Station and Force Main Project No. 6554 (Project). Any Bids received after the specified time and date will not be considered. No electronic submissions will be accepted. First-Tier Subcontractor Disclosure Forms must be delivered to the same location at or before 4:00 p.m. local time on the same day in a separate envelope from the Bid.
The Bids will be publicly opened and read at 4:00 p.m. local time at Owner’s Office.
The Work must be substantially complete by January 15, 2018.
The Work is a public works project subject to ORS 279C.800 to 279C.870.
The Work site is located on Washington County Tax Lot 1S2150001000 and is located approximately 1,200 feet east of SW 229th Avenue and approximately 500 feet south of SW Noble Street in Washington County, Oregon (Site).
The Work under this Contract will consist of, but is not limited to:
Furnishing all labor, materials and equipment necessary to construct a new 1,420-gallon per minute duplex submersible pump station. Project construction includes, but is not limited to, the following: constructing a 10-foot diameter wet well with two 60-horsepower submersible pumps; installing piping and valves for the two pumps in a vault; installing a flow meter in a vault; installing a 150-kilowatt permanent standby generator with base fuel tank and sound attenuation; installing approximately 122 feet of 10-inch diameter ductile iron force main, with pipe and valves for a bypass assembly; installing approximately 490 feet of 12-inch diameter HDPE force main and a 4-inch diameter electrical conduit via horizontal directional drilling beneath a creek; installing approximately 2,300 feet of 10-inch diameter PVC force main within a public right-of-way; installing approximately 1,360 feet of 15-inch diameter PVC gravity sewer with associated manholes within a public right-of-way; constructing a six foot diameter bypass pumping manhole, installing approximately 140 feet of 30-inch diameter PVC gravity sanitary sewer with associated manholes on the pump station Site; installing and operating a temporary bypass pumping system and removing it after construction of the Project is complete; constructing Site improvements including earthwork, fencing, paving, landscaping; and performing associated Site, mechanical, electrical and instrumentation work.
The estimated construction cost of the Work is $2,000,000.

SPECIAL MINIMUM EXPERIENCE QUALIFICATIONS APPLY TO PORTIONS OF THIS PROJECT. Pre-bid approval of Horizontal Directional Drilling (HDD) Contractors is a requirement for this Project. Only HDD Contractors who have submitted the required Statements of Qualification and were found qualified by the Engineer prior to bidding may be named in the Bid. The minimum qualifications and submittal requirements are specified in the Statement of Qualifications Form (Section 00205) and in the Special Provisions (Section 01100) of the Contract Documents. Statements of Qualification complying in form and content to the requirements of the Contract Documents, Sections 00205 and 01100, shall be sent directly to the Engineer for the Project, Murray, Smith & Associates, Inc., Attn: Mr. Brendan O’Sullivan, P.E., 888 SW Fifth Ave, Suite 1170, Portland, OR 97204, by no later than 5:00 p.m. on March 16, 2017. The Engineer will notify any Bidder or Proposer of its decision with respect to qualification of such contractors by Addendum within seven calendar days of Bid Closing date. Bids submitted naming a HDD Contractor that has not been qualified by the Engineer prior to bidding shall be considered non-responsive and shall be rejected.
Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of 10 percent of the Total Bid Price payable to Owner as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement. A Bid shall not be considered unless one of the forms of Bidder's security is enclosed with the Bid. Each Bid must contain a statement as to whether a Bidder is a Resident Bidder as defined by ORS 279A.120.
The Bidder shall guarantee the Lump Sum and Unit Prices for a period of 60 calendar days from the date of Bid Opening.
Prospective Bidders are encouraged to attend a pre-bid conference and Site visit that will begin at 10:00 a.m., local time on March 14, 2017. The conference will be held at the Rock Creek Facility Administration Building, located at 3235 SW River Road, Hillsboro, OR 97123. After the pre-bid conference, a Site visit will be conducted. The purpose of the conference and Site visit is to discuss the scope of the Project and bidding requirements and to acquaint Bidders with Site conditions. Detailed technical questions may be submitted in writing but they will be answered, if warranted, by Addenda at a later time. Oral statements may not be relied upon and will not be binding or legally effective.

Prior to submitting its Bid, Bidder shall be licensed with the Oregon Construction Contractors Board as required by ORS 701.055, and thereafter comply with the requirements of ORS 701.035 to 701.137. Bidders need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).
Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a bid for public work in Oregon.
Owner reserves the right to cancel this solicitation or reject any Bid that does not comply with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the Bidder’s responsibility under ORS 279C.375(3)(b). Owner may reject all Bids after finding that it is in the public interest to do so in accordance with ORS 279C.395.
