Clean Water Services (District) will receive sealed bids in writing at District’s office located at 2550 SW Hillsboro Highway, Hillsboro, OR 97123, for the following project:

District is constructing a steel framed building to house the equipment to process vactor debris and street sweeping material on District’s property located at 3395 NE Springer Street, Hillsboro, OR  97124 (Site).  The District has been performing maintenance on stormwater conveyance systems for over 20 years.  This new structure will place all processing of vactor and street sweeping debris under one roof for ease of processing and ensuring that the water from unprocessed material does not migrate to surface water systems.

The Material Processing Yard Project No. 6627 (Project) includes earthwork, excavation, erosion control, grading, constructing a 24,500 square foot concrete floor and a clear span steel structure with a restroom, break room, and electrical room, constructing truck scales and a truck tire wash area, installing District-owned vactor debris processing equipment, constructing stormwater, and sanitary distribution and collection systems, landscaping, paving, and installing interior and site lighting.

The mandatory pre-bid conference and walk-through will be held at 3395 NE Springer Street, Hillsboro OR 97124 on July 12, 2016 at 11:00 a.m.  All bidders must attend this meeting.  Representations and statements made by District representatives at the pre-bid conference are not binding on District unless confirmed in writing.  District will reject the bid of any bidder who fails to attend the mandatory meeting.

Bids will be received until the deadline of 2:00 p.m., July 21, 2016, after which time bids will not be received.  Within two working hours of the bid closing time, bidders must submit the First-Tier Subcontractor Disclosure Form.  At 4:00 p.m., July 21, 2016, all bids will be publicly opened and read aloud at District’s office.

Bids and inquiries should be directed to Ryan Sandhu, P.E., Project Manager, Sandhur@cleanwaterservices.org, (503) 547-8123.  Bids must be made upon the bid forms found in the Contract Documents, and must be accompanied by a certified check, cashier’s check, an irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, or a bid bond payable to Clean Water Services in an amount not less than 5 percent of the total amount bid.

Each bidder must be licensed by the Oregon Construction Contractors Board (or, for landscaping projects, licensed by the Oregon Landscape Contractors Board).  Prevailing wage rates must be paid by bidder and any subcontractor on the Project in accordance with ORS 279C.800 to 279C.870 or, if applicable, the Davis Bacon Act (40 U.S.C. Section 3141et seq.).  Each bid must contain a statement as to whether the bidder is a resident bidder, as defined by ORS 279A.120.  Bidders need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).  District will not receive or consider any bid that is not in compliance with the Instructions to Bidders and the Contract Documents.  Bidders and any subcontractors will be required to have a public works bond filed with the Construction Contractors Board before starting work on the Project unless there is an applicable exemption under ORS 279C.836(4), (7), (8) or (9).

District may cancel this procurement or reject any bid that does not comply with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the bidder’s responsibility under ORS 279C.375(3)(b) and that District may reject for good cause all bids after finding that doing so is in the public interest.
