Clean Water Services (District) invites qualified firms or individuals to submit proposals to provide engineering plan review services.

Interested Consultants must submit proposals electronically to Heather Speight, Program Support Specialist, via Equity Hub’s Bid Locker at https://bidlocker.us/details/2113_Rfp___Engineering_Plan_Review_Services until 4:00 p.m., local time on July 29, 2021. Before Consultants can submit their proposal, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. Any proposals received after the specified time will not be considered. District will not accept proposals by facsimile or email. Proposals will not be opened publicly and read aloud.

You may request an electronic copy of the Request for Proposals (RFP) from District’s Website at http://bids.cleanwaterservices.org (Website). You will need to complete the section on District’s Website page for this solicitation to request the document package. Your information will be accumulated for District’s Bid Holders List, which is available on the Website and your email will be used to send you automatic notifications when District posts a new document or changes information related to this RFP. Consultants are responsible for obtaining any Addenda from District’s Website or by using the link provided in automatic emails that come from District. Consultants need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).

District may reject any proposal not in compliance with all prescribed procedures and requirements, and may cancel the solicitation or reject, for good cause, any or all proposals upon a finding that it is in the public interest to do so.
