Sealed Bids for construction of the Durham O&M Building Maintenance Storage and Parking Lot Improvements Project No. 7019 (Project) will be accepted by Michelle Mann, Program Support Specialist, electronically via Bid Locker at https://bidlocker.us/details/1613_Itb___Durham_Om_Parking_Lot_Improvements_Project until 2:00 p.m., local time, **CHANGED PER ADDENDUM NO. 2**on April 13, 2021. Any Bids received after the specified time will not be considered. Before Bidders can submit their Bids, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. First-Tier Subcontractor Disclosure Forms must be delivered to the same location at or before 4:00 p.m. local time on the same day (Deadline). If Bidder fails to submit a disclosure form with the information required by the stated Deadline, the Bid will be deemed nonresponsive and will not be considered. Owner will not accept Bids by facsimile or email. Bids will then be publicly opened and read aloud by telephone conference at 2:00 p.m. local time on April 13, 2021. Bidders can attend the opening by calling the telephone conference number (503) 681-4499. Contractor shall complete the work as specified or indicated in Owner’s Contract Documents for the Project.The Project contemplated consists of the following work described below (collectively, Work): 1. Removal of an existing exterior Storage enclosure including demolition of roof structure and supports. 2. Construct a new covered Storage area. Relocate electrical, fire sprinkler, and floor drainage to the new Storage area. Installnew lighting within the Storage area. 3. Reconfigure and regrade the planting island adjacent to the new covered Storage area. 4. Construct a new canopy over the Loading area. install new lighting at new canopy. 5. Install Owner-provided metal fascia panels at existing structure where existing Storage area has been removed. 6. Provide and install a new surface-mount dock leveler at the specified location. 7. Provide and install new formed metal flashings at two entry locations into the existing building. 8. Install Owner-provided vault lid at existing access driveway. 9. Install Owner-provided fire hydrant at new location specified. 10. Site demolition to prep for new grading, site utilities, and repaving of East Parking area, including the area where the Existing Storage enclosure is removed. 11. Install and re-route site utilities at East Parking area. 12. Provide and install new site lighting at East Parking area. 13. Grind and overlay new asphalt paving at East Parking area. Install new striping, four new bollards, and four wheel stops at East Parking area. 14. Grind and overlay new asphalt paving at West Parking area. Install new striping at West Parking area. 15. Replace existing single door and sidelight at Compressor Room with new double door, frame and hardware. The Work Site is located at Durham AWWTF, 16580 SW 85th Ave, Tigard, OR 97224 (Site). The Work is a public works project subject to ORS 279C.800 to 279C.870. The estimated construction cost of the Work is $840,000. The Bidding Documents are entitled “Durham O&M Building Maintenance Storage and Parking Lot Improvements Project No. 7019.” Bidding Documents and Bid Results can be downloaded from the Owner's Website at http://bids.cleanwaterservices.org (Website) under the Project name by completing the section to request the document package on Owner’s Website. Prospective Bidders information will be accumulated for a Bid Holders list, which is available on the Website and the Prospective Bidder’s email will be used to send automatic notifications when Owner posts a new document or changes information related to this solicitation. Prospective Bidders are responsible for obtaining any Addenda from either Owner's Website under the Project name or by using the links provided in automatic emails that come from the Owner. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as prescribed in the Instructions to Bidders. Bidders must deliver the original of the Bid security to Michelle Mann at Owner’s office at Rock Creek AWWRF Engineering Building, 3235 SE River Road, Hillsboro, OR 97123 within five business days after the Deadline or Owner may declare the Bid nonresponsive. The Successful Bidder will be required to furnish the additional bond(s) and insurance prescribed in the Bidding Documents. Prior to submission of its Bid, Bidder shall be registered with the Oregon Construction Contractors Board. The Work does not involve asbestos, so the requirements of ORS 468A.700 through 468A.760 shall not apply. Bidders must be qualified in accordance with the applicable parts of ORS 279C in order to submit a Bid for public work in Oregon. Prospective Bidders are required to attend a prebid conference and Site visit on March 18, 2021 at 11:00 a.m. and last approximately one hour. Attendees should meet in front of the Durham Treatment Plant Services Building at 16060 SW 85th Ave, Tigard, OR 97224 . Attendees will be required to wear masks and adhere to social distancing measures while on Clean Water Services property. Representatives of Owner and Engineer will be present to discuss the Project. Owner reserves its right to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents.
