Sealed Bids for construction of the Rock Creek AWWTF Centrifuge Installation Project, Project No. 6894 (Project) will be accepted by Michelle Mann, Program Support Specialist electronically via https://bidlocker.us/details/1430_Rock_Creek_Centrifuge_Installation_Project until 2:00 p.m., local time, on (REVISED PER 3RD ADDENDUM) February 24, 2021. Any Bids received after the specified time will not be considered. First-Tier Subcontractor Disclosure Forms must be delivered to the same location at or before 4:00 p.m. local time on the same day as the Bid (Deadline). If Bidder fails to submit a disclosure form with the information required by the stated Deadline, the Bid will be deemed nonresponsive and will not be considered. Owner will not accept bids by facsimile or email. Bids will then be publicly opened and read aloud by telephone conference at 2:00 p.m. local time on February 17, 2021. Bidders can attend the opening by calling the telephone conference number (503) 681-4498. Contractor shall complete the work as specified or indicated in Owner’s Contract Documents for the Project. The Project contemplated consists of the work described below (collectively Work): 1. Furnishing all labor, materials and equipment necessary to: a. Install the following Owner-furnished items: 1) Two Owner-furnished centrifuge dewatering systems including starter and control panels. b. Furnish and install the following major items: 1) Two odor control fans, conduit, equipment pad and associated ducting. 2) Three polymer blenders. 3) Two polymer recirculation pumps. 4) Two shafted screw conveyors. 5) 10-ton single girder bridge crane and runway beams. 6) Two 3,400 gallon cone bottom fiberglass reinforced plastic neat polymer storage tanks. 7) Double door in second floor control room. 8) Conveyor motor monorails and hoists. 9) Retaining wall and stairs at centrate and WASSTRIP tanks. 10) Centrate tank cover. 11) Structural improvements including roof and grating support beams, cross supports, and other miscellaneous improvements to accommodate the Project components and seismic retrofits. c. Demolish the following major items: 1) Four Belt Filter Presses and associated piping, conduits, and equipment. 2) Two 100 ft – 18” diameter screw conveyors. 3) Polymer handling system, including seven progressing cavity pumps, two 5,000 gallon fiberglass reinforced plastic neat polymer storage tanks, air handling system, and three 4,000 gallon fiberglass reinforced tanks. 4) Four Odor control fans. 5) Exterior kalwall panel(s) to accommodate new roll-up door on west wall of dewatering facility. 6) Motor control center buckets associated with demolished and unused equipment. 7) Grating platforms, stairways, handrails, guard rails, equipment pads, and other miscellaneous structural items. 8) Intermediate roof supports, two 10-inch diameter columns, and drop down ceiling within the belt filter press room. 9) Piping, duct, and conduit, and supports associated with demolished belt filter presses, belt filter press auxiliary equipment, dry polymer handling equipment and neat polymer tanks. d. The Work also includes furnishing and installing related equipment, temporary items, and other appurtenances necessary to complete the Work and to provide a complete and functional system in accordance with the Contract Documents. The Work Site is located at Rock Creek Facility, 3235 SW River Road, Hillsboro, Oregon, 97123 (Site). The Work is a public works project subject to ORS 279C.800 to 279C.870. The estimated construction cost of the Work is $14,531,000. The Bidding Documents are entitled “Rock Creek AWWTF Centrifuge Installation Project, Project No. 6894.” Bidding Documents and Bid Results should be downloaded from the Owner's Website at http://bids.cleanwaterservices.org (Website) under the Project name by completing the section to request the document package on Owner’s Website. Prospective Bidder’s information will be accumulated for a Bid Holders list, which is available on the Website and the Prospective Bidder’s email will be used to send automatic notifications when Owner posts a new document or changes information related to this solicitation. Prospective Bidders are responsible for obtaining any Addenda from either Owner's Website under the Project name or by using the links provided in automatic emails that come from the Owner. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as prescribed in the Instructions to Bidders. Bidders must deliver the original of the Bid security to Owner’s office at Rock Creek Facility, 3235 SW River Road, Hillsboro, Oregon, 97123 within five business days of the Deadline or Owner may declare the Bid nonresponsive. The Successful Bidder will be required to furnish the additional bond(s) and insurance prescribed in the Bidding Documents. Prior to submission of its Bid, Bidder shall be registered with the Oregon Construction Contractors Board. Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a Bid for public work in Oregon. The Work does not involve asbestos, so the requirements of ORS 468A.700 through 468A.760 shall not apply. To address technical issues, contact the Engineer: Matt Sprick at msprick@carollo.com. Prospective Bidders are required to attend a mandatory prebid conference and Site visit that will begin at 9:00 AM local time on January 27, 2021 and last approximately 2 hours. Representatives of Owner and Engineer will be present to discuss the Project. Owner reserves its right to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents
