Sealed Proposals will be received by Michelle Mann, Program Support Specialist, at the office of Clean Water Services (Owner), located at the Treatment Plant Services Building, 16060 S.W. 85th Avenue, Tigard, Oregon, 97224 (Owner’s Office), until 2:00 p.m. local time, on October 22, 2019 (Changed per Addendum No. 2) for the Water Quality Lab Pump Station Upgrade Pre-Fabricated Pump Control Building Project No. 6942 (Project). Any Proposals received after the specified time and date will not be considered. No electronic submissions will be accepted. The Proposals will not be publicly opened and read. Proposals shall consist of two components: a Price Proposal Form and an Informational Submittal.
Owner is seeking to purchase the following goods and special services as part of the Project: which include, but are not limited to:
Supply and deliver an approximately 5.0-foot by 5.5-foot pre-fabricated pump control building complete with all accessories and appurtenances, including, but not limited to, the pre-fabricated building, air gap box, level transducer and controller, level float switches, fiberglass entry door, complete raceway and wiring within the prefabricated building, interior lights and controls, telemetry RTU equipment, pump motor combo starters, lighting loadcenter and branch circuit breakers, pullboxes, anchorage, and spare parts as specified in the Contract Documents (collectively, Goods). The supplier will also be responsible for the design, factory assembly, factory testing and delivery of the Goods as well as,supervising installation and startup and commissioning (collectively, Special Services). Owner will supply the pump, submersible pump overtemp and seal leak pump protection modules. Owner will enter into a separate contract with a contractor to install the pump control building.
The Goods and Special Services will be delivered to the Clean Water Services Adminstration Building Complex, 2550 SW Hillsboro Hwy, Hillsboro, OR 97123 (Site).

In the same sealed envelope as the Proposal, each Proposer shall provide a certified or cashier's check or Proposal Bond in the amount of 5% percent of the Proposal amount payable to Owner as a guarantee that the Proposer, if they are determined to be the successful Proposer, will promptly execute the Agreement. A Proposal shall not be considered unless the forms of Proposer’s security is enclosed with it. The successful Proposer will be required to furnish a Supply Contract Bond equal to 100% of the amount of the Proposal amount.
Proposers need not be licensed under ORS 469A.710 (regarding licensing of contractors on projects involving asbestos abatement).
The Proposer shall guarantee the Price Proposal for a period of 60 calendar days from the date Proposals are due.
Owner reserves the right to cancel this solicitation or reject any or all Proposals in accordance with ORS 279B.100 and those Proposals not in compliance with all prescribed public bidding procedures and requirements or when Owner finds that the Proposer is not responsible as that term is used in any applicable Owner’s Purchasing Rules and ORS 279B.005(1)(d).
