Sealed Bids for construction of Durham Digester Gas Conveyance System Modifications Project No. 6919 (Project) must be addressed to Michelle Mann, Program Support Specialist, at the office of Clean Water Services (Owner), located at 3235 SE River Road, Administrative Construction Trailer, Hillsboro, OR 97123 (Owner’s Office), until 2:00 p.m., local time, on Wednesday, September 25, 2019. Any Bids received after the specified time will not be considered. No electronic submissions will be accepted. First-Tier Subcontractor Disclosure Forms must be delivered to the same location at or before 4:00 p.m. local time on the same day (Deadline) in a separate envelope from the Bid. If Bidder fails to submit a disclosure form with the information required by the stated Deadline, the Bid will be deemed nonresponsive and will not be considered.
Bids will then be publicly opened and read at 2:00 p.m. local time on September 25, 2019, at Owner’s Office.
Contractor shall complete the work as specified or indicated in Owner’s Contract Documents for the Project. The Project consists of furnishing all labor, materials and equipment necessary to:
1. Install Owner-provided control valve and actuator to the digester gas piping at the Waste Gas Burner -2 (WGB-2). Includes all pipe modifications, valves, power, and control wiring
2. Install one new UPS system in the existing MCC space. Complete all wiring as shown.
3. Relocate existing flare control panel. Interrupt existing underground conduits, install new conduits and conductors. Terminate as shown.
4. Install new underground gas piping between the gas service and connection on the flare pad for pilot assembly.
5. Cut, extend, and modify existing concrete pad at waste gas burner flare. Furnish and install bollards as shown.
6. Disconnect, relocate, and re-connect all control wiring as shown to complete installation of new piping.
7. Coordinate the start-up and testing of the new bypass flow control valve with Owner (collectively, Work).
The Work also includes furnishing and installing related equipment, temporary items, and other appurtenances necessary to complete the Work and to provide a complete and functional system in accordance with the Contract Documents.
The Work site is located at 16060 SW 85th Avenue, Tigard, OR 97224 (Site).
The Work is a public works project subject to ORS 279C.800 to 279C.870.
The estimated construction cost of the Work is $250,000.

A prospective Bidder’s information will be accumulated for a Bid Holders List, which is available on the Website, and Bidder’s email will be used to send automatic notifications when Owner posts a new document or changes information related to this solicitation. Prospective Bidders are responsible for obtaining any Addenda from either Owner’s Website under the Solicitation title or by using any links provided in automatic emails that may come from the Owner. Prospective Bidders may subscribe to Owner's Open Solicitations RSS feed at the same Website address and will be notified when an Addendum to or clarifications of the Bidding Documents have been posted. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as prescribed in the Instructions to Bidders.
The Successful Bidder will be required to furnish the additional bond(s) and insurance prescribed in the Bidding Documents.
Prior to submission of its Bid, Bidder shall be registered with the Oregon Construction Contractors Board.
Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a Bid for public work in Oregon. The Work does not involve asbestos, so Bidders are not required to be licensed with the Department of Environmental Quality pursuant to ORS 468A.710.

. Prospective Bidders are required to attend a pre-bid conference and Site visit that will begin at 10:00 a.m. and last approximately two hours on September 12, 2019
. The conference will be held at the Owner’s Work Site location at 16060 SW 85th Avenue, Tigard, OR 97224, Treatment Plant Services Building, and will be followed by the Site visit.
Owner reserves the right to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents.
