Clean Water Services (District) has determined the need for a new Unit Substation to serve as the service point of power connection and supply for its current and future facility expansion at the Durham Wastewater Treatment Plant located at 16060 SW 85th Avenue, Tigard, OR 97224. The new Unit Substation will be a redundant, double-ended substation consisting of two new transformers and a 480V switchgear lineup installed in an outdoor prefabricated walk-in style E-House.
This solicitation is to request bids for the purchase of the following equipment and services:
Supply and deliver a complete unit substation, comprising of two 13.2KV/480V, oil filled, delta/wye transformers; and a double-ended, MTM, 480V, 3000A rated, 65KAIC switchgear lineup installed in an outdoor style walk-in E-House or Integrated Power Assembly (IPA), along with equipment metering, relaying, lighting, HVAC, and other pertinent accessories as specified herein and all of the attached supporting specifications and documents, and perform related services consisting of electrical and structural system calculations, upload and programming of protective devices system coordination parameters, field inspections, startup services after installation and training of District personnel (collectively, Services). A single manufacturer shall be responsible for supplying the transformers, switchgear lineup, and IPA with all accessories and appurtenances including, but not necessarily limited to, control panels and control software, electrical panels, anchorage, and spare parts. District will enter into a separate contract with a contractor to install the Goods (Installing Contractor).
Interested vendors must submit bids to Karen Carskadon, Administrative Assistant, at Durham AWWTF, 16060 SW 85th Avenue, Tigard, OR 97224 (TPS Building) by 2:00 p.m. (local time), February 21, 2019. Late bids will not be accepted. A public bid opening will be held immediately following the bid deadline.
Goods must be delivered to the Durham Facility no later than September 16, 2019. District will enter into a separate contract with a contractor to install the Goods (Installing Contractor). The successful bidder will be responsible for coordinating with the Installing Contractor during installation, start-up, commissioning and training to ensure substantial completion of the Services by December 20, 2019 and final completion by December 31, 2019.

All bids must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. This Contract is not subject to Oregon prevailing wage requirements or federal Davis-Bacon Act requirements. The public contract to be awarded does not involve asbestos abatement work, and vendors bidding on this public contract are not required to be licensed with the Department of Environmental Quality pursuant to ORS 468A.720.
District may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject, for good cause, any or all bids upon a finding by District that it is in the public interest to do so.
